DWP Plan Universal Credit Changes Next Election.

A Labour MP has claimed that the government is "keeping under wraps" plans to make people who lose their jobs wait five weeks before they get any benefit payment under universal credit.
Michael Meacher, MP for Oldham West and Royton, says the plans are being kept secret by the government in the run up to the next general election but they are "hidden in the small print" of the rules for the controversial new benefit system.
Mr Meacher says the impact of a five-week wait will be "devastating" for anyone who loses their job as they will be unable to get help to cover rent, mortgage, food or fuel bills.
He said: "The five-week wait will apply to anyone making a new claim, however long they have held their job or however much national insurance they have paid in during their working life.
"The plans are hidden in the small print of the rules for the new universal credit system which Ian Duncan Smith (IDS) likes to parade as the government’s flagship benefit reform."
He added: "The programme has already been dogged by repeated delays and wasted at least £130 million through disastrous IT contracts. The five-week wait will hit millions of people.
"Since the economic crash in 2008-9, there have been 22 million new claimants for jobseeker’s allowance (JSA). In future everyone in this situation will have to wait five weeks for their first payment."
Under current rules, new claimants wait just over two weeks for their first payment but under DWP plans this will no longer happen.
He explains: "DWP plans now mean people will not be eligible for any benefits for the first week of unemployment and in total will have to wait at least five weeks before they get any money. The vast majority won’t even get limited emergency advanced payments.
"Benefit delays are one of the top three reasons people give for going to food banks. Even the government admits that the five-week wait will force more people to go into debt."
He added: "The only ones to gain will be the rip-off payday lenders like Wonga who must be licking their lips because theirs will be the only loans that many unemployed people will be able to get."
Mr Meacher said the "wider significance" of this latest move is that it "cuts another big hole in the welfare security net to which we all contribute".
"The TUC is leading the campaign to 'Stop the Five Week Wait', and this should play a lead role in campaigning before the election."
In a statement, a DWP spokesman said: "Universal credit is a vital reform that will simplify the benefits system and make work pay.

"The seven day waiting period for benefits is not limited to universal credit but will apply to out-of-work benefits under the current system too. People can apply for an advanced benefit payment if needed.

"Paying benefits monthly is an important part of universal credit because it replicates the world of work and makes the transition to employment much smoother. We have matched this with increased budgeting support."
The DWP added: "Many people find a job quickly, and people who have recently become unemployed have money from their final pay packet to help make ends meet. We discuss budgeting support with all universal credit claimants and over three-quarters (78%) of claimants feel confident about their ability to budget with monthly payments."

Israel May Say Sorry For Bombing a School.

Israel has said that it will investigate the shelling of a school housing displaced civilians.
"We have a policy - we don't target civilians", said an israeli spokesperson.
16 people died in the school with many others injured.
"We don't want to hurt innocent Gaza civilians. That's not our desire,"
Chris Gunness, spokesman for the UN Relief and Works Agency (Unrwa) told the BBC that Israel had been told 17 times that the school was housing displaced people, saying the attack caused "universal shame".
The school was housing 3,000 refugees trying to escape the slaughter.
Israel has said it will apologise if it is proved they were responsible for the carnage.

First They Came For The Bloggers...

Essex police arrested blogger chris spivey at his home early this morning.
Little information has been forthcoming from the police but the charge on the warrant was for Harassment under section 32.
Now my understanding of the law is that harassment is a CIVIL offence.
The powers that be must be becoming very nervous indeed.
Prohibition of harassment.
(1)A person must not pursue a course of conduct—
(a)which amounts to harassment of another, and
(b)which he knows or ought to know amounts to harassment of the other.
(2)For the purposes of this section, the person whose course of conduct is in question ought to know that it amounts to harassment of another if a reasonable person in possession of the same information would think the course of conduct amounted to harassment of the other.
(3)Subsection (1) does not apply to a course of conduct if the person who pursued it shows—
(a)that it was pursued for the purpose of preventing or detecting crime,
(b)that it was pursued under any enactment or rule of law or to comply with any condition or requirement imposed by any person under any enactment, or
(c)that in the particular circumstances the pursuit of the course of conduct was reasonable.
Offence of harassment.
(1)A person who pursues a course of conduct in breach of section 1 is guilty of an offence.
(2)A person guilty of an offence under this section is liable on summary conviction to imprisonment for a term not exceeding six months, or a fine not exceeding level 5 on the standard scale, or both.
Civil remedy.
(1)An actual or apprehended breach of section 1 may be the subject of a claim in civil proceedings by the person who is or may be the victim of the course of conduct in question.
(2)On such a claim, damages may be awarded for (among other things) any anxiety caused by the harassment and any financial loss resulting from the harassment.
(3)Where—
(a)in such proceedings the High Court or a county court grants an injunction for the purpose of restraining the defendant from pursuing any conduct which amounts to harassment, and
(b)the plaintiff considers that the defendant has done anything which he is prohibited from doing by the injunction,
the plaintiff may apply for the issue of a warrant for the arrest of the defendant.
(4)An application under subsection (3) may be made—
(a)where the injunction was granted by the High Court, to a judge of that court, and
(b)where the injunction was granted by a county court, to a judge or district judge of that or any other county court.
(5)The judge or district judge to whom an application under subsection (3) is made may only issue a warrant if—
(a)the application is substantiated on oath, and
(b)the judge or district judge has reasonable grounds for believing that the defendant has done anything which he is prohibited from doing by the injunction.
(6)Where—
(a)the High Court or a county court grants an injunction for the purpose mentioned in subsection (3)(a), and
(b)without reasonable excuse the defendant does anything which he is prohibited from doing by the injunction,
he is guilty of an offence.
(7)Where a person is convicted of an offence under subsection (6) in respect of any conduct, that conduct is not punishable as a contempt of court.
(8)A person cannot be convicted of an offence under subsection (6) in respect of any conduct which has been punished as a contempt of court.
(9)A person guilty of an offence under subsection (6) is liable—
(a)on conviction on indictment, to imprisonment for a term not exceeding five years, or a fine, or both, or
(b)on summary conviction, to imprisonment for a term not exceeding six months, or a fine not exceeding the statutory maximum, or both.
Putting people in fear of violence.
(1)A person whose course of conduct causes another to fear, on at least two occasions, that violence will be used against him is guilty of an offence if he knows or ought to know that his course of conduct will cause the other so to fear on each of those occasions.
(2)For the purposes of this section, the person whose course of conduct is in question ought to know that it will cause another to fear that violence will be used against him on any occasion if a reasonable person in possession of the same information would think the course of conduct would cause the other so to fear on that occasion.
(3)It is a defence for a person charged with an offence under this section to show that—
(a)his course of conduct was pursued for the purpose of preventing or detecting crime,
(b)his course of conduct was pursued under any enactment or rule of law or to comply with any condition or requirement imposed by any person under any enactment, or
(c)the pursuit of his course of conduct was reasonable for the protection of himself or another or for the protection of his or another’s property.
(4)A person guilty of an offence under this section is liable—
(a)on conviction on indictment, to imprisonment for a term not exceeding five years, or a fine, or both, or
(b)on summary conviction, to imprisonment for a term not exceeding six months, or a fine not exceeding the statutory maximum, or both.
(5)If on the trial on indictment of a person charged with an offence under this section the jury find him not guilty of the offence charged, they may find him guilty of an offence under section 2.
(6)The Crown Court has the same powers and duties in relation to a person who is by virtue of subsection (5) convicted before it of an offence under section 2 as a magistrates’ court would have on convicting him of the offence.

I cannot change my address easily without a 40 mile round trip.
I cannot even phone my branch - Halifax in Kingston Upon Thames for the information I need.
The first call to kingston gave me wrong information.
The second call put me through to a 'cant be arsed to help' young lady who disconnected my call.
The third call involved brian who was more informative and helpful.
Sadly my business will still have to undergo a 40 mile round trip.
Just to change my address.
Halifax.

Protecting Child Abusers.

Child abuse and paedophilia has been in the news a lot this year.

We have heard about the terrible abuse by jimmy savile.
The trials and imprisonment of stuart hall, max clifford and rolf harris.
Allegations of destroying evidence, cover ups and historic sex abuse
against lords of the land such as leon brittan and greville janner.

Janner has been given a get out of jail card by reason of his failing health.
Perhaps the doctors at ATOS could reassess his medical condition and fitness for trial.
Our government setting up a review of last years review into historic child abuse(!)
An inquiry without a chair or guidelines.

What a mess.

This past week has seen over 660 arrests for alleged child abuse.
Policeman, doctors, scout leaders and others from all walks of life.
Apart from the rich and titled.
Smoke mirrors and diversions...

We know of 'dirt books' - information on the seedier nature of establishment figures being used to silence and control those in parliament and big business.
Who and what type of person would use these books for their own profit ?
Who would allow these SCUM to remain in positions of authority instead of informing police ?

2014 has seen the phone hacking trials end with a whimper and minor sentences for some bad people.
A trial which did NOT touch upon the real crimes of the accused.
Did Rupert Murdoch manipulate and apply pressure behind the scenes ?
For pressure read BLACKMAIL.

#RupertMurdoch has one of the biggest 'dirt books' around.
Decades of information gathered by reporters and private investigators in his employ.
Murdoch would have used any tool to keep his minions and others from implicating him in criminal activity and protect his reputation and empire.

Our government - past and present is rotten to the core.
As is our secret services, our police services and our public services.

Open all D notices.
Publish the operation ore report in full.
A public inquiry into the abuses of those in power.

It may mean the downfall of our society.
I suggest that may be a good thing.

Unemployment Figures Down(?).

Unemployment figures are down.
This should be good news.
Unemployment has fallen as so many people have been forced off the register.
They are not employed and if they are it is on zero hour contracts.
Waiting each morning for a phone call to say if there is work that day is NOT employment.
Nor is it a good way to live.
Atos(ers) stopping benefits for the disabled is also a reason for the fall.
It is taking weeks and even months for their claims to be re-assessed.
They are either dying or suffering real hardships waiting for the system to help them.
Not a good way to live either.
Yet the figures are down and the con-dem nation crow their 'success'.
It is not a success - it is a catastrophe.
Our government is failing us.

MI5 Instigated Child Abuse At Kincora Children's Home.

There is no doubt that MI5 knew about the Kincora sex abuse scandal and kept it quiet.
For evidence we have the testimony of a man described by MI5 itself as an energetic, reliable and brave source of intelligence who had proved himself on many occasions. This praise was heaped on the head of a man known as 'Observer B' at the Bloody Sunday tribunal.
"My case officer told me to leave McGrath to them and I have always believed they used the information (about his sexual activities) to recruit him as an informer," Observer B told me.
He was referring to William McGrath, the housemaster of Kincora Boys' Home and one of three men later jailed for abusing youngsters in his care. Observer B, who had supplied a dossier to MI5, was promptly told to leave McGrath's Tara paramilitary group and join the UDA.
The person praising Observer B to Lord Saville's tribunal was one of his former handlers, a career MI5 agent known as 'Julian'. His evidence, which was given in London in May 2003, is preserved in the National Archives and available online.
Julian made it clear that Observer B, although not a republican, was a prized security service informant in Londonderry at the time.
Observer B was a former British Army Sergeant Major, an Englishman married to a local woman. He died in 2003, but I spoke to him in 1987 about his efforts to alert the authorities to Kincora before his handlers made his financial problems disappear to shut him up.
There was immediate confirmation of his status when Admiral William Higgins, Secretary of the Defence Advisory Committee, warned me that giving the man's whereabouts or naming his handlers would be a breach of national security and punishable as such.
But he wasn't the operative who tried to raise Kincora.
In May 1987 I published the story of a former Field Intelligence Non Commissioned Officer (FINCO). Unlike Observer B this FINCO is still alive.
In 1976 he was posted to east Belfast and became aware of Tara and McGrath. He posted a report to senior officers who told him to take no action.
McGrath had first come in contact with the intelligence community in the 1950s when he smuggled Bibles into Russia.
His handler was said to be an MI5 officer working in Old Holywood Road who was later charged with an offence against a young boy.
Such issues cannot be let lie.

Child Abuse Inquiry Announced - At Last.

At long last, the home secretary declares an inquiry into child abuse.
While welcoming the news, i have little confidence that it will be anything but a #whitewash.
There have been reports that civil servants and politicians have known of abuse and the abusers for decades.
They, like #normantebbit, #edwinacurrie and others kept their mouths shut to foster their own careers.
"It just wasn't talked about", says the chingford skinhead.
I suggest not only was it talked about it was used as leverage to control the abusers in government.
There is one thing nearly as bad as the trafficking of children for sexual pleasure.
That is allowing it to continue and saying nothing.

A 34% Turnout Is Not An Election.

Council Elections.

Who voted and for what/why in the council elections ?
With turnouts of 20-30% in many areas - not many of us.
The lib-dems took a real kicking - as expected.
The tories took a bit of a kicking - but not as bad as expected.
Labour took the majority of seats - but not as many as expected.
Ukip won a few seats.
The vast majority, including myself, find ourselves with no-one worthy of support.
The only interesting fact of note...
Ukip's anti-immigration beliefs won NO seats in areas where there is the highest migration !
London rejected farage and thank you londoners.
All political parties are the same - only representing the rich and themselves.
Whoever you vote for government wins.
Time for change.
Time for a workers party to represent ordinary people.
